• Der Begriff des staatlichen Innovationsmanagements wird im deutschsprachigen Raum verwandt, jedoch in einem sehr eingeschränkten Verständnis. Um dieses Verständnis zu erweitern, werden in dieser Arbeit die wirtschaftliche und staatliche Sichtweise auf Innovationsstrategien und deren Management zusammengeführt. Dies erfolgt besonders mit der Anwendung eines Ansatzes zur Strategiebetrachtung, der Balanced Scorecard (BSC), für die staatliche Innovationsstrategie in Deutschland. Diese Strategie, die Hightech-Strategie (HTS) mit dem Bereich der Forschungs- und Innovationsförderung (FIF) steht dabei im Fokus der Arbeit. Es erfolgt außerdem eine Einbettung der FIF in die europäische und deutsche Forschungs- und Innovationspolitik (FIP) als Kontext des staatlichen Handelns. Die HTS als zentrale Strategie in der deutschen FIP wird in der zeitlichen und inhaltlichen Entwicklung beschrieben und die relevanten Instrumente der deutschen FIF dargestellt. Es erfolgt außerdem eine Einbettung der FIF in die europäische und deutsche Forschungs- und Innovationspolitik (FIP) als Kontext des staatlichen Handelns. Die HTS als zentrale Strategie in der deutschen FIP wird in der zeitlichen und inhaltlichen Entwicklung beschrieben und die relevanten Instrumente der deutschen FIF dargestellt. Die Projektförderung als das flexibelste Instrument der FIF in Deutschland wird dann vertiefend erläutert und analysiert. Damit werden die operative und strategische Betrachtungsebene in der FIF beispielhaft verbunden, um den Aspekt eines Innovationsmanagements im staatlichen Kontext zu betonen. Die verschiedenen Sichtweisen auf die FIP und deren Bedeutung für Deutschland werden vor allem für den bisherigen Zeitraum der HTS beschrieben. Das deutsche Forschungs- und Innovationssystem wird als Gegenstand der FIP und der HTS skizziert und eine Einbettung in den internationalen Kontext vorgenommen. Weiterhin werden die begrifflichen Zusammenhänge der deutschen FIP weiterentwickelt, um eine Systematisierung der Förderaktivitäten auf Bundesebene vornehmen zu können. Besonders die Aspekte der FIF werden dabei berücksichtigt und mit eigenen Untersuchungen zu den Förderaktivitäten des Bundesministerium für Bildung und Forschung (BMBF) ergänzt. Im Fokus der Auswertung steht dabei die Projektförderung des BMBF und die dazugehörigen Fördermaßnahmen. Die Förderaktivitäten der Bundesregierung (BUND) für Forschung und Innovation verfügen sowohl über eine thematische als auch eine strukturelle Vielfalt im untersuchten Zeitraum. Unterschiedliche Verfahren kommen in der FIF zum Einsatz, die sich seit Beginn der HTS weiter differenziert haben. Die staatliche Sichtweise auf die FIP wird dann durch die Anwendung der BSC für die HTS um eine wirtschaftswissenschaftliche Sichtweise erweitert. Demnach ist die Anwendung der BSC für die HTS der BUND rückwirkend möglich und eine spezifische Zielsystematik der FIP, im Kontext von vier ausgewählten Perspektiven, ist entwickelt worden. Dabei konnte eine hohe Vielfalt an Zielen in der HTS identifiziert und auch spezifisch für die FIF zusammengestellt werden. Es wurde außerdem deutlich, dass eine strategische Zielsetzung in der FIF wesentlich für die operative Umsetzung der FIP in konkreten Maßnahmen der Projektförderung ist.…
• The term state innovation management is used in German-speaking countries, but in a very limited understanding. In order to broaden this understanding, this work brings together the economic and state perspectives on innovation strategies and their management. This is done in particular with the application of an approach to strategy analysis, the Balanced Scorecard (BSC), for the state innovation strategy in Germany. This strategy, the High-Tech Strategy (HTS) with the area of research and innovation funding (FIF), is the focus of the work. The FIF is also embedded in European and German research and innovation policy (FIP) as a context of state action. The HTS as a central strategy in the German FIP is described in the temporal and content development and the relevant instruments of the German FIF are presented. Project funding as the FIF's most flexible instrument in Germany is then explained and analyzed in more detail. The different perspectives on the FIP and its significance for Germany are described above all for the previous period of the HTS. The German research and innovation system is outlined as the subject of the FIP and the HTS and embedded in the international context. Furthermore, the conceptual terms of the German FIP will be further developed in order to be able to systematize the funding activities at the federal level. In particular, the aspects of the FIF are taken into account and supplemented with own studies on the funding activities of the Federal Ministry of Education and Research (BMBF). The evaluation focuses on BMBF project funding and the associated funding measures. The funding activities of the Federal Government (BUND) for research and innovation have both a thematic and a structural diversity in the period under investigation. Different procedures are used in the FIF, which have become more differentiated since the beginning of HTS. The state view of the FIP is then extended by the application of the BSC for the HTS by an economic view. Accordingly, the application of the BSC for the HTS of the BUND is possible retroactively and a specific target system of the FIP, in the context of four selected perspectives, has been developed. A high variety of goals in the HTS could be identified and also put together specifically for the FIF. It also became clear that a strategic objective in the FIF is essential for the operational implementation of the FIP in concrete measures of project funding.…
