• Wissenschaftspolitische Debatten zeichnen sich gegenwärtig dadurch aus, dass dem Begriff der Innovation eine besondere Rolle zukommt. Die Steigerung von Innovationsfähigkeit und Innovationsaktivitäten steht im Zentrum wissenschaftspolitischer Eingriffe. Doch welche Bedeutung, welche Funktion hat der Begriff in diesen Kontexten? Mit welchen rhetorischen und textuellen Praktiken ist die Nutzung des Innovationskonzepts verbunden? Dieser Artikel zeichnet die Entwicklung des Innovationsbegriffs und seine Verwendung in wissenschaftspolitischen Debatten nach. Die Analyse zeigt, dass die Verwendung des Begriffs nicht nur zugenommen hat, sondern dass sich ein bestimmtes Muster legitimen Sprechens über Innovation herausgebildet hat. Innovation wird in diesen Debatten immer starker in Bezug auf gesellschaftliche Krisennarrative gesetzt und als Lösung für unterschiedliche Probleme artikuliert. Dadurch entwickelt sich Innovation zu einer Ressource in wissenschaftspolitischen Rechtfertigungs- undWissenschaftspolitische Debatten zeichnen sich gegenwärtig dadurch aus, dass dem Begriff der Innovation eine besondere Rolle zukommt. • Science policy debates are currently characterized by the mundane usage of the innovation concept. The acceleration of innovation and innovative capacity lies at the core of many different science policy interventions and funding programs. But how is innovation literally understood, which function does the concept have in these contexts? And, what is more, to which textual and writing practices is the usage of innovation in science policy debates related to? Focusing on the case of Germany, this article analyses the development of innovation understandings in science policy and reconstructs the usage of innovation in textual practices. The analysis shows that the usage of innovation has not only multiplied, but that a dominant design of legitimate speaking of innovation has emerged which is connected to and supported by a growing stock of knowledge. Innovation has been established closely related to narratives of societal problems and collective endeavours.
