Der nachstehende Überblick über die aktuellen Entwicklungen des öffentlichen Dienstes setzt die tradierten Merkmale und gegenwärtigen Reformtendenzen der öffentlichen Beschäftigungsverhältnisse in Deutschland in Bezug zu den international vorherrschenden Strukturen und Modernisierungstrends öffentlicher Personalpolitik. Ausgehend von den vielschichtigen Bedeutungen des "öffentlichen Dienstes", setzt sich der Beitrag mit den Grundtypen öffentlicher Beschäftigungsverhältnisse auseinander, skizziert die wesentlichen internationalen Strömungen der Personalpolitik im öffentlichen Sektor und analysiert wesentliche Faktoren für den zu beobachtenden Wandel, aber auch für die starken Beharrungstendenzen. This article provides an overview of current trends in public sector employment in Germany and sets the German experience in an international perspective. In view of the increasing institutional differentiation of the public sector and the blurred border-lines between the public, private and non-profit sector, it sets out to analyze the multi-faceted meanings of "public sector employment" and sketches significant international reform tendencies in public sector personnel policies. Against the backdrop of a typology of civil service systems, the argument continues to analyze major shaping factors in the current reform debate so as to account for the remarkable changes, but also for the relatively high degree of inertia in civil service systems. In light of this comparative discussion, the German case is critically evaluated, placing particular emphasis on the widening gulf between inherited personnel structures (including moderate adjustments) and new challenges in the wake of economic and social changes.... view less
