Se presenta una aproximación comparativa a la concepción que se tiene en el servicio público chino y en el mexicano sobre la ciencia y la tecnología y sus aplicaciones en el diseño y gestión de políticas científicas. Los datos fueron obtenidos mediante entrevistas para someterlos a la técnica de las redes semánticas. El análisis arroja que el personal chino privilegia las conductas relacionadas al campo semántico de vinculación cognitiva. En contraste, el personal mexicano pondera el campo de perfil individual. El papel de los procesos de formación ex post en ambas estructuras de gobierno es el aspecto que promueve estas diferencias entre los servidores públicos y que impacta sobre la configuración de las políticas que realizan.... view less

This article presents a comparative approach to the conception of science & technology in the Chinese and Mexican public service and its applications in the design and management of scientific policies. The data were obtained through interviews to submit them to the technique of semantic networks. The data analysis shows that Chinese personnel privilege behaviors linked to the semantic field of cognitive attachment. In contrast, Mexican personnel weigh, in first place, the field of individual profile. The role of ex post training in both government structures is the aspect that promotes these differences between public servants and the impacts on the configuration of the policies they carry out.... view less
