'Die Länder Südostasiens haben in den vergangenen Jahrzehnten die 1967 gegründete 'Association of Southeast Asian Nations' (ASEAN) zu einem international anerkannten Modell regionaler Zusammenarbeit und zu einem eigenständigen Akteur der Weltpolitik entwickelt. Die ASEAN ist damit ein wichtiger Baustein für jene multipolare Weltordnung geworden, welche die russische Außenpolitik nach Kräften zu fördern sucht. In dem vorliegenden Bericht soll versucht werden, den Stellenwert Südostasiens in der außenpolitischen Strategie Rußlands und Rußlands Interessen in dieser Region näher zu bestimmen. In einem zweiten Schritt wird untersucht, welche konkreten Mittel und Instrumente Rußland zur Verfügung stehen, um diese Interessen umzusetzen, und welche Ergebnisse bislang erzielt werden konnten. Der Bericht basiert vorwiegend auf der Auswertung regierungsamtlicher Stellungnahmen sowie publizistischer Kommentare aus Rußland und den Ländern Südostasiens. Artikel internationaler Zeitungen und Zeitschriften sowie Gespräche mit indonesischen und vietnamesischen Politikwissenschaftlern wurden als Hintergrundinformationen herangezogen.' 'In the past few decades the countries of Southeast Asia have made the 'Association of Southeast Asian Nations' (ASEAN), founded in 1967, into an internationally recognised model of regional co-operation and an independent player in the world arena. ASEAN thus constitutes an important element in the multi-polar world order that Russia is doing its best to promote. The present report will attempt to define more precisely the importance of Southeast Asia in Russia's foreign policy strategy and to identify Russian interests in this region. This will be followed by an examination of the foreign policy instruments Russia has at its disposal to assert these interests and how successful it has been in this endeavour to date. The report is based chiefly on an analysis of official government statements from the region as well as press commentaries from Russia and Southeast Asia Background information was provided by articles from international newspapers and periodicals as well as by conversations with Indonesian and Vietnamese political scientists.'
