Im Zuge der sozialpolitischen Entstaatlichung kommt den Tarifparteien eine zunehmende Verantwortung für die Gestaltung sozialer Sicherheit zu. Von dieser Reintegration der beiden über Jahrzehnte hinweg funktional differenzierten Konflikt- und Verteilungsarenen – Arbeitsmarkt und Sozialpolitik – sind zunächst all jene ausgeschlossen, die nicht von entsprechenden Tarifregelungen erfasst sind. Aber auch für die soziale Sicherheit der sogenannten Arbeitsmarkt-Insider in Normalarbeitsverhältnissen hat die Bedeutungszunahme von Tarifsozialpolitik nachhaltige Folgen. Der Beitrag schildert, welche Herausforderungen und Dilemmata für gewerkschaftliches Handeln sich im Zuge der Vertariflichung sozialer Sicherung ergeben, wie sich daraufhin die Handlungsoptionen und die Solidaritätsbereitschaften der Beschäftigten wandeln und welche langfristigen verteilungspolitischen Konsequenzen dieser Wandel nach sich zieht.... view less

Due to the withdrawal of the state from social policy unions and management are given increasing responsibilities in terms of shaping social security. This observed re-integration of the formerly separated spheres of conflict and redistribution – namely labour market and social policy – strengthens the relevance of state-free bargained social protection. Obviously, those who are not covered by collective labour agreements are also excluded from this sort of social welfare. But the so called labour market insiders with standard employment contracts are affected by the increasing importance of collectively agreed social policies, too. The paper outlines the ensuing challenges and dilemmas trade unions have to face, and discusses the shifts with regard to the options for both actions and solidarity of the employees that occur in the course of the described changes. Some final considerations on the long-term distributional effects that arise from the increasing importance of collectively agreed social security conclude the article.... view less
