In dem Beitrag wird ein Forschungsprojekt dargestellt, in dem es um den Zusammenhang zwischen dem Wesen des sozialen Systems und der Art der Machtorganisation in Deutschland von Mitte des 19. Jahrhunderts bis in die frühe Phase der BRD geht. Dazu werden Daten über biographische und karrierebezogene Merkmale, parlamentarisches Wahlverhalten und Wahlbezirke von ca. 5250 Mitgliedern deutscher Nationalparlamente zwischen 1848 und 1953 gesammelt, um damit die Methoden der Kollektivbiographie, der quantitativen Wahlanalyse und der Mehrebenenanalyse (im Sinne einer Anwendung von Kontextvariablen auf der Ebene es Wahlbezirks) zu kombinieren. Mit dieser Kombination von Methoden wird zuerst das Rekrutierungs- und das legislative Verhalten parlamentarischer Führergruppen rekonstruiert, und zwar in einer empirischen Dichte und zeitlichen Tiefe, wie es bisher im Fall von Deutschland nicht verfügbar war. In einem zweiten Schritt werden die Feststellungen in einen Forschungsplan eingebaut, in dem es um die Frage geht: Welche strukturellen Eigenheiten der sie umgebenden Gesellschaft und politischen Kultur haben die Fähigkeit parlamentarischer Führungsgruppen bestimmt, Versprechungen zu machen, Koalitionen zu bilden und damit auch Macht zu erlangen, und zwar in einer Weise, die dann wieder zur Entwicklung - durch Krisen verzögert und gestört - des deutschen Parlamentarismus beitrug? 'The project presented here shall contribute to the inquiry into the connection between the character of the social system and the kind of power-organisation in Germany from the middle of the 19th century to the early phase of the Federal Republic of Germany. We plan to gather data on the biographical and career characteristics, parliamentary voting-behavior, and voting-districts of ca. 5,250 members of national German parliaments between 1848 and 1953. Therewith methods of collective biography, quantitative votinganalysis and multi - level - analysis (in the sense of an application of context-variables on the level of the voting-distirct) are combined. With this combination of methods, we intend, at first, to reconstruct the recruitment and legislative behavior of parliamentary leadership-groups in an empirical density and temporal depth which have not yet been available in the case of Germany. In a further step, the findings shall be incorporated into a comprehensive conception of investigation which can be expressed in the following research-question: Which structural properties of the surrounding society and political culture have determined the capability of parliamentary leadership-groups to make compromises, to form coalitions and therewith also to gain power in such a way which, in turn, contributed to the development, delayed and disturbed by crises, of German parliamentarianism?
