"This study resulted from an invitation of the zfwu editorial office. They asked me to elucidate and develop my thoughts regarding an ethics of governance (Wieland 1999) in a dispute with the concept of a 'business ethics with economic method' (Homann 1999a; 1999b). At first (1.) I will develop the basic presumptions of a theory of the ethics of governance and (2.) explain them. This will be followed (3.) by an analysis of the micro-political coefficient matrix which essentially ensures the implementation reference of the ethics of governance. In chapter (4.) I will submit - alternative to hierarchic and dualistic concepts - a mechanism of allocation for the 'economy and ethics' ratio which can be characterized as 'recursive cross-linking'.
