10 Jahre Ostseekooperation - 5 Jahre SCHIFF

Abstract

"Durch Erlass der Ministerin für Wissenschaft, Forschung und Kultur des Landes Schleswig-Holstein wurde zum 1. Okt. 1995 das Schleswig-Holsteinische Institut für Friedenswissenschaften (SCHIFF) errichtet. Im Herbst 2000 wurde das Institut also fünf Jahre alt. Aus diesem Anlass fand am 17. Oktober 2000 eine Festveranstaltung '10 Jahre Ostseekooperation - 5 Jahre SCHIFF' statt. Das Thema verweist auf die Tatsache, dass der zentrale Bezugspunkt der wissenschaftlichen Arbeit des SCHIFF, die Ostseezusammenarbeit, grob gesprochen doppelt so alt ist, wie das Institut selber. Bei der Jubiläumsveranstaltung handelte es sich um die 18. Folge des SCHIFF-Kolloquiums 'Kooperation und Konflikt in der Ostseeregion'. Im Mittelpunkt standen die beiden im folgenden dokumentierten Vorträge, die beide auf ihre Weise Ostseezusammenarbeit bilanzieren: Heinz-Werner Arens, Präsident des Schleswig-Holsteinischen Landtags und Vorsitzender des Standing Committee der Ostseeparlamentarierversammlung, konzentrierte seine Ausführungen auf die Entwicklung der parlamentarischen Zusammenarbeit. Carl-Einar Stalvant, Forschungsdirektor der Södertörn Hochschule in Stockholm und Mitglied des Beirats des SCHIFF, entwickelte Thesen zum Verlauf und zum Stand des nunmehr ungefähr zehn Jahre andauernden Prozesses regionaler Integration." "On October 1st, 1995 the Schleswig-Holstein Institute for Peace Research (SHIP) was established by decree of the Minister for Science, Research and Cultural Affairs of the German Federal State of Schleswig-Holstein. Thus, in autumn 2000 the Institute became five years old. The anniversary was celebrated by a public event on October 17th, 2000, entitled '10 Years of Baltic Sea Co-operation - 5 Years of SHIP', thereby pointing out the fact that SHIP's core subject of research, the co-operation in the Baltic Sea region, is roughly twice as old as the Institute. In the centre of the event, which was also the 18th meeting of the the SHIP-Colloquium 'Co-operation and Conflict in the Baltic Sea Region', stood two lectures. Both are documented below and both drew a specific balance of Baltic Sea co-operation: Heinz-Werner Arens, President of the Parliament of Schleswig-Holstein and chairman of the Standing Committee of the Baltic Sea Parliamentary Conference, focussed on the development of parliamentary cooperation in the region. Carl-Einar Stalvant, research director of the Södertörn University College in Stockholm and member of SHIP's advisory board, analysed the course and present state of regional integration, a process going on for some ten years now."
