US-Unilateralismus als Problem von internationaler Politik und Global Governance
Das internationale System ist seit dem Ende des Kalten Krieges unipolar strukturiert, mit den USA als einziger Supermacht. Zugleich mehren sich die Hinweise, dass die US-Außenpolitik zunehmend unilaterale Züge annimmt – insbesondere seit dem Amtsantritt Präsident George W. Bushs. Vor allem im Zusammenhang mit den Auseinandersetzungen vor dem Irak-Krieg wurde der US-Unilateralismus zum weltweiten Diskussionsthema, wobei die Schwächung der Vereinten Nationen und des Völkerrechts im Vordergrund standen. Dieser Report untersucht einerseits die Bedeutung von Unipolarität und Unilateralismus für die internationalen Bezie-hungen, insbesondere ihre Auswirkungen auf multilaterale und kooperative Politikformen und Global Governance. Darüber hinaus geht er der Frage nach, wie die beiden Dimensionen von Uni- und Multilateralität in der internationalen Politik zugleich und nebeneinander auftreten und miteinander verknüpft sind. Dabei stellt sich heraus, dass beide Begriffe keine einfachen Gegensätze sind, sondern multilaterale Praktiken häufig als Instrument unilateraler Politik angewandt werden. Drittens untersucht der Bericht insbesondere die US-Außenpolitik unter dem Gesichtspunkt Uni- und Multilateralismus. Er identifiziert den neuen Unilateralismus als ein wesentliches Hindernis für Global Governance. Schließlich dokumentiert er ausführlich unilaterale Vorgehensweisen Washingtons im Kontext internationaler Vertragssysteme und Abkommen.
After the end of the Cold War international relations are structured in a uni-polar way, with the US being the only superpower. At the same time US-foreign policy seems to become more unilateral, especially since the Bush-administration came into office. US-unilateralism became a global point of discussion during the months before the Iraq war, when it was linked to a weakening of the United Nations and disrespect for international law. This report analy-ses unilateralism, the uni-polar structure of international relations and their effects on coop-erative approaches to international politics and Global Governance. It analyses how both uni- and multilateralism are intertwined in international relations, and how multilateralism can become a tool of unilateral policies. This report focuses on unilateralism in US foreign policy, and identifies it as one key problem for strengthening mechanisms of Global Governance. It also documents Washington’s unilateral policy approaches in regard to international treaties and agreements.
