CONFIGURATION OF UNIVERSITY KNOWLEDGE AND TECHNOLOGY TRANSFER IN GERMANY- A CONTINGENCY APPROACH The national research sector is considered as one of the leading forces of economic development in modern knowledge-based economies. University- industry-interactions thus are an important contributor to innovation and economic welfare. According to Debackere/Veugelers (2005) a successful knowledge and technology transfer (KTT) requires both research output by scientists and distinct administrative support processes: (1) “Contract/Collaborative research” incorporates support in legal, financial or human resource issues such as contracting and negotiation. (2) The support processes in “intellectual property management” comprise questions of patent law and other support in analyzing market potentials and/or licensing strategies, respectively. (3) Finally, “university spin-off”-support addresses various aspects to start up and effectively run a business based on university research output. The organizational design of these three essential support processes has only been analyzed in few single case studies. However, organization design is a central success factor of business and university management; specialization may lead to efficiency advantages whereas researchers can focus on operating research and networking (Bercovitz et al.(2001), Debackere/Veugelers (2005)). Thus, pursuing a contingency approach, this thesis analytically derives alternative organizational configurations for KTT support processes and relevant contingency factors. Secondary empirical data is analyzed by adopting the method of case analysis to identify, analyze and discuss typical fit-constellations of context and configuration. Dominant drivers in organizational design decisions for KTT support are the KTT transfer volume and the regional proximity of the participating universities, respectively.
