Abstract

Die Arbeit befasst sich mit der Frage, wie das Leitbild einer Nachhaltigen Entwicklung in die Kommunalverwaltungen integriert werden kann. Nach einer Erläuterung des Nachhaltigkeitskonzepts, gefolgt von einer strukturationstheoretischen Analyse der kommunalen Verwaltung, ergibt die Untersuchung der strukturellen und prozessualen Rahmenbedingungen, dass die für Nachhaltigkeitsprojekte so wichtige querschnittsorientierte Zusammenarbeit nur sehr erschwert möglich ist. Das Kernhindernis liegt in der fachlich abgetrennten Organisationsstruktur. Die bisherige Verwaltungsmodernisierung hat hier wenig Verbesserung gebracht, standen doch gleichermaßen betriebswirtschaftliche wie binnenorientierte Instrumente im Vordergrund. Notwendig ist, dass sich Verwaltungen stärker strategisch ausrichten, um die Qualität des Outputs auch im Sinne der Nachhaltigkeitsidee zu verbessern. Hierzu werden einige Ansätze wie Strategisches Management, Projektgruppenarbeit, Mitarbeitermotivation, Aus- und Fortbildung u.a.) vorgestellt. Gestützt werden die Thesen durch einen Empirieteil. Es wurden Leitfaden gestützte Interviews, eine Fragebogenaktion und zwei Expertenworkshops durchgeführt.

The objective of the thesis is to analyse how the model of sustainable development (SD) can be integrated into local administrations in Germany. The findings are based on a large body of basic empirical work (workshops, questionnaires, interviews). Subsequent to an annotation of the concept of SD, the theoretical framework of "structuration" is applied to local administration. in doing so, investigating the structural and processual conditions for implementing sd as a new role model shows that a number of significant obstacles for integrated SD projects exist. Among these, the main obstacle is that cross-section cooperation within local administration would be exceptionally important for SD projects but is hardly to realise given the current separated organisational structure. Recent efforts of administrative modernisation did not result in an improvement. Whereas reform efforts focused on the introduction of economic instruments, the thesis shows that it would rather be necessary that administrations align themselves more strongly strategically to improve the quality of their output in terms of sustainability. The thesis concludes with the development of recomendations how to better achieve this by using instruments such as strategic management, project teamwork, management by motivation, training and advanced training.
