Die Reformen der Alterssicherungssysteme in Osteuropa im Spannungsfeld zwischen Sozial- und Wirtschaftspolitik

Zielsetzung dieser Arbeit ist es, die vorhandenen Reformansätze der Rentenversicherung (RV) in TL kritisch zu erfassen, zu verfeinern und zu erweitern. Dabei werden verstärkt die volkswirtschaftlichen Wirkungen der RV beachtet. Hauptziel der Alterssicherung bleibt zwar die Sicherung und Stetigkeit des Einkommens im Alter, aber ihre negative bzw. positive gesamtwirtschaftliche Wirksamkeit soll stärker in die Analyse einbezogen werden. Deshalb ist eine weitere Zielsetzung dieser Arbeit ist es solche Reformansätze herauszubilden, die parallel zur langfristigen Einkommenssicherung die wachs-tums- und stabilisierungsfördende Wirkungen aufweisen. Die Ergebnisse lassen sie sich grob wie folgt zusammenfassen: Die angegangenen ASS-Reformen in Ungarn, Bulgarien und Russland vermögen die existenziellen Probleme der ASS in Bulgarien und Russland weder zu lösen, noch die erwarteten bzw. erhofften positiven Impulse auszulösen. In Ungarn werden die Probleme des ASS zwar nicht vollständig beseitigt; es sind jedoch verhaltene positive Wachstumseffekte als Ergebnis ihrer Reformen zu erwarten. Zurletzt werden einige alternative Reformvorschläge, ausgehend von den Ergebnissen der Kapitel 4 bis 6 entwickelt. Es wird u.a. die explizite Aufgabe der Zielsetzung der Aufrechterhaltung der relativen Einkommensposition und den Umstieg auf ein zwei-Säulen-Modell, bestehend aus einer Grundsicherung und einer staatlich bezuschussten freiwilligen kapitalgedeckten Vorsorge vorgeschlagen.

This dissertation describes the multi-pillar social security reform strategy that many east European countries have been adopting in recent years. This strategy includes a public pillar that provides a social safety net, a privately managed funded pillar that handles peoples? mandatory retirement sav-ings, and a voluntary pillar for people who want more consumption in old age. The basic rationale for the national Governments and the World Bank is that relying to some extent on funding and defined contribution plans enhances system sustainability and has a positive impact on the broader economy. The dissertation shows, that this exepted positive distributional, fiscal and Economic effects as the resultat ofgf the Reforms will not take place in the reviewed Countries Bulgaria, Hungary and Russia. The regulatory and supervisory arrangements and institutions are'not in place in the East European Countries to operate the funded pillar with acceptable risks. Reforms lead to the positive effects on saving volume. But the Transmission of the additional savings into Investitions is because of Absence of sophisticated financial markets very difficult. Also the labor markret effects are very limited. The Distributional Effect of the Reforms is strong depending from the exactly institutional arragments and is very sensitive to the Rate of Interest. At The End propose the paper a solution agenda to activate the economic and social Potential of the Reforms and avoid the inadequate results
