• Die vorliegende Arbeit widmet sich dem Phänomen Populismus begriffstheoretisch, demokratietheoretisch und in der politischen Praxis. Anhand zweier Fallbeispiele von Regierungsverantwortungsübernahmen durch populistische Parteien in den Niederlanden und Österreich untersucht die Arbeit sowohl konkret als auch grundsätzlich die Gefahren- und Chancenpotentiale, welche sich für etablierte demokratische Verfassungsstaaten ergeben. Die Auslotung der Potentiale mündet in einer ambivalenten Bewertung. Die mittels populistischer Impulse erfolgende Enttabuisierung der Politik kann sowohl den demokratischen Verfassungsstaat bedrohende als auch revitalisierende Wirkung entfalten. Die Autoritarismusthese belegt eine potentiell freiheitsfeindliche Tendenz, während die formulierte Remobilisierungsthese ein vor allem (re-)vitalisierendes Moment beschreibt. Dem Aufkeimen von Populismen in demokratischen Verfassungsstaaten wird eine erhellende Indikatorfunktion attestiert. Für den Fall von tatsächlich etablierten und gemeinhin akzeptierten demokratischen Verfassungsstaaten werden starke Abwehr- bzw. Haltekräfte belegt, welche in Bezug auf populistische Phänomene eine Domestizierungs- und Marginalisierungsthese untermauern. Politische Bildung wird als integral für den Selbsterhalt einer freiheitlichen Ordnung im Rahmen des demokratischen Verfassungsstaates angesehen. Abschließend würdigt die Arbeit neben den zweifellos bestehenden Gefahren, welche von populistischen Impulsen ausgehen, auch die durchaus vorhandenen Chancenpotentiale.…
• This work is dedicated to the phenomenon of populism addressing the concept in terms of semantics, democratic theory, and in political practice. Based on two case studies of government responsibility takeovers by populist parties in the Netherlands and Austria this work analyzes hazards and potential opportunities both in practice as well as in principle that arise for established democratic constitutional states. The exploration of the potentials leads to an ambivalent review. The sprout of populist impulses may lead to a dissolution of taboos in politics, possibly developing both threatening as well as revitalizing effects on the democratic constitutional state. The authoritarianism thesis hints at populism's potentially hostile tendency against the liberal state. The remobilization thesis on the other hand describes an in the main (re-)vitalizing moment. The emergence of populism in democratic constitutional states is attested an enlightening indicator function.
