Abstract

Die Entwicklungsplanung in ländlichen Gebieten Afrikas ist vielerorts mit der raschen Komplexitätszunahme gesellschaftlicher Verhältnisse in ihrem Wirkungsfeld konfrontiert. Im südlichen Borgou Benins als dem Untersuchungsgebiet der vorliegenden Arbeit wird die gesellschaftliche Dynamik stark durch die beiden sozialen Prozesse der Zuwanderung und der Ressourcenverknappung geprägt. Die stärkere Berücksichtigung solcher Dynamiken durch die Entwicklungszusammenarbeit wird im Rahmen aktueller Entwicklungskonzeptionen wie Dezentralisierung und Armutsbekämpfung gefordert. Im Mittelpunkt der Untersuchung steht die Fragestellung, wie ein sich selbst rasch verändernder Sektor von mit Entwicklungszusammenarbeit befassten Akteuren einerseits zu diesen Wandelsprozessen beiträgt, und andererseits auf durch den Wandel entstandene, neue gesellschaftliche Problemlagen reagiert. Theoretische und methodische Zugänge zu diesem Untersuchungsgegenstand finden sich in verschiedenen Konzepten der Politikfeldanalyse und der akteursorientierten Entwicklungsforschung. Beide Forschungsstränge verbindet die konstruktivistische Überlegung, dass gesellschaftliche Probleme und ihre Lösungen inklusive der jeweiligen Adressatengruppen über konfliktive Aushandlungsprozesse in der Planungsphase geschaffen werden und im Verlauf der Implementierung interessenbedingten Veränderungsprozessen unterworfen sind. Zur Einlösung dieser Perspektive wird zunächst in die Grundzüge der historischen gesellschaftlichen Entwicklungen im Hinblick auf heutige gesellschaftliche Dynamiken im ländlichen Benin einführt. Im Mittelpunkt steht dabei der Landrechtswandel für allochthone Gruppen als Folge von Zuwanderung und einhergehender Ressourcenverknappung. Um die Reaktionen des regionalen Ensembles von Entwicklungsorganisationen auf gesellschaftliche Wandelsprozesse zu untersuchen, wird eine Querschnittsanalyse von 23 Entwicklungsprojekten, inklusive privater und zivilgesellschaftlicher Umsetzungsagenturen vorgenommen. Die komparative Analyse zeigt anhand von Projektaktivitäten, der Zielgruppendefinitionen und den Kriterien der Projektgebietsbestimmung auf, dass von der Berücksichtigung sozialer Folgeprozesse von Zuwanderung und Ressourcenverknappung in der Projektplanung weitgehend abgesehen wurde. Zusätzliche Hintergründe hierfür erschließen sich durch die Analyse der diskursiven Legitimationspraktiken in den Projektdokumenten und Mitarbeiteraussagen. Dort wird Migration entgegen den empirischen Realitäten des südlichen Borgou vorwiegend als Landflucht thematisiert. Demgemäß sind viele allochthone Bevölkerungsgruppen in den Projektdokumenten gar nicht, bzw. deren Lebensrealität nur sehr unvollständig repräsentiert. Dort, wo die Existenzsicherungsstrategien der Zuwanderer lebensnah abgebildet sind, handelt es sich um fragmentiertes Wissen auf der Ebene einzelner Projekte, das noch keinen sektorweiten Eingang in die Planungen anderer Projekte gefunden hat. Auch die Diskussion um die ökologischen Auswirkungen von Entwicklungsinterventionen in den Projekten ist von der Praxis der ökologischen Kontextualisierung im Rahmen von development narratives und des policy labelling geprägt. Obwohl sich der Ressourcennutzungsdruck durch vielerlei Projektaktivitäten nicht nennenswert verringert, werden die Maßnahmen nach außen hin durchweg in den Kontext einer ökologisch nachhaltigen Entwicklung gestellt. Die Untersuchung von Implementierungsprozessen beginnt mit einer zwischen den Untersuchungsdörfern vergleichenden Analyse lokaler Aneignungspraktiken von Leistungen der Entwicklungszusammenarbeit. Die Studie kommt zu dem Ergebnis, dass Aneignungen der Förderleistungen durch alte und sich neu bildende lokale Eliten als zentrale Modi des Umgangs mit Entwicklungsinterventionen auf der lokalen Ebene anzusehen sind. Eine zentrale Praxis der Aneignung ist dabei die Exklusion allochthoner Akteure aus den Empfängergruppen. Auch die aus der Projektperspektive gewonnen Erkenntnisse über die ökologischen Auswirkungen der EZ werden mittels lokaler Befunde konkretisiert. Erneut wird deutlich, dass eine nachhaltige Restrukturierung der Landwirtschaft durch die derzeitige Förderpraxis nicht erreicht werden kann. Als Hauptergebnis ist festzuhalten, dass die diskursiv vermittelten Praktiken in der Planungsphase in mindestens ebenso hohem Umfang an der Konstitution sozialer Realitäten im Untersuchungsgebiet beteiligt sind wie die von Empfängern und lokalen Entscheidungsträgern getragenen Transformationsprozesse während der Implementierung.

In many places of rural Africa, development planning faces an increasing complexity of social realities. In the southern part of Borgou (Benin), which is the research area of this study, social dynamics are strongly influenced by in-migration and the shortening of natural resources. Within the light of recent development concepts, such as decentralisation and poverty reduction, development cooperation is expected to pay more attention to these dynamics. This study focuses on the question of how a rapidly changing sector of development organizations contributes to the processes of change and how it simultaneously reacts to new social problems which arise from these processes. Theoretical and methodical approaches to this object of investigation can be found in different concepts of policy analysis and in actor-oriented development research. These two areas of research have in common the constructivistic perception that social problems and their solutions, including the target groups themselves, are created by bargaining within the planning period, and are subject to processes of transformation during the implementation phase. To carry out this research perspective, the study introduces the basics of historical social developments in the light of its importance to contemporary social dynamics in rural Benin. At the same time it focuses on land tenure change for allochthonous groups as a major consequence of immigration and the shortening of natural resources. In order to evaluate the development organizations’ reactions to these areas of social change, a comparative analysis of 23 projects, including private and civil-sector implementation agencies, is carried out. Through analysing project activities, target group definitions and practices of selecting project regions, the study shows that regional factors related to in-migration and the shortening of natural resources have mostly not been considered at all while planning. The analysis of the discoursive practices of legitimation in the project documents and in the context of staff statements gives an additional clue to the role of in-migration and the shortening of natural resources as policy issues during the planning period of the projects. Here, migration is mainly discussed as a matter of rural exodus, in spite of the empirical realities in southern Borgou. That’s why many allochthonous groups are not mentioned in project documents, or their livelihoods are only partially represented. Realistic descriptions of the migrants’ livelihoods can be found only in fragments on the level of singular projects. This knowledge has not yet found its way into the planning processes of other projects. Staff statements depict a mainly discriminatory attitude towards migrants. Due to their high mobility, which is interrelated with their low integration into the host communities, they do not count as trustworthy partners regarding implementation. Also, ecological effects of development interventions are depicted in project documents and in staff statements in the form of development narratives and practices of policy labelling. The pressure on natural resources is not significantly reduced, and is sometimes even being increased by project activities, such as the construction of infrastructure or the transformation of agricultural products and their trade. Nevertheless, these measures are outwardly being presented as a support of ecologically sustainable development. The examination of implementation processes begins with a comparative analysis of the appropriation practices in the villages under investigation. The study shows that appropriation of development services through existing and newly arising elites is a central mode of dealing with development intervention on the local level. A central means of appropriation is the exclusion of allochthonous actors of target groups. In this study, the insights on ecological effects of development activities from the project perspective, which are mentioned above, are further supported by research on the local level. Once again, it becomes obvious that a sustainable transformation of agriculture cannot be achieved by contemporary development interventions. The main result of this study is that discoursive practices in the planning phase are as constitutive for social realities in the area under investigation as the transformations of former development objectives which are carried out by the target groups and local leaders during the implementation phase.
