• Bürgerbeteiligung hat sich als politische Praxis, insbesondere auf der kommunalen Ebene, in den letzten Jahren stark verbreitet. Den Hintergrund für diese Entwicklung bildeten (u. a.) die sozialwissenschaftlichen Diskussionen über Vertrauen und Zivilgesellschaft sowie über kulturelle Vielfalt in den 1990er Jahren. Die dabei herausgearbeiteten Konzepte haben sich zudem mit anderen Konzepten verschränkt. So haben insbesondere die Verwaltungsreformen unter der Überschrift des New Public Management durch die Verknüpfung mit demBürgerbeteiligung hat sich als politische Praxis, insbesondere auf der kommunalen Ebene, in den letzten Jahren stark verbreitet. So haben insbesondere die Verwaltungsreformen unter der Überschrift des New Public Management durch die Verknüpfung mit dem Partizipationskonzept eine doppelte Orientierung auf ‚Bürgerbeteiligung‘ hervorgebracht. Die Folie für das in diesem Arbeitspapier zugrunde gelegte Verständnis von (guter) Bürgerbeteiligung bieten deliberative Demokratiekonzepte, ein Verständnis von Politik, das nicht nur auf Entscheidungsmacht, sondern ebenso auf Deutungs- und Gestaltungsmacht abhebt und ein Governancekonzept, dass die Vielfalt der an gesellschaftlichen Prozessen beteiligten Akteure betont.…
• Civic participation, especially at the municipal level, has gained prominence during the last decade. Debates about trust and the importance of the civil society for the flourishing of societies in the early 1990s can be regarded as starting point for conceptual developments. Through the intermingling of those early debates with the concept of New Public management the meaning of civic participation has become blurred. Against these developments the paper argues that civic participation has to be understood as a communicative concept; thus,Civic participation, especially at the municipal level, has gained prominence during the last decade. Against these developments the paper argues that civic participation has to be understood as a communicative concept; thus, perceptions and interpretations of our social surrounding play a key role in participation processes. Civic participation – as understood in this paper – is related to a concept of governance which highlights the diversity of actors in societal development and to deliberative concepts of democracy.…
