Zusammenfassung

Dependent variable of this paper is the development of politics and mass media in Russia since
Perestrojka. This process can be subdivided chronologically into different periods. Its basis is
constituted by various formal and informal systems of rules, structuring the performance of the
relevant actors but not determining it.

Framework of analysis is a synthesis of neoinstitutionalist approaches that seeks to combine
the structural and the actor-dimension and focuses on temporal effects. It further seeks to be as
realistic as possible without falling too deep into social-constructivist categories.

Using the introduced framework of analysis, a 'narration' will be taken apart. The insights found
are employed to make it an 'analytic narration' - reaching a better understanding of underlying
mechanisms and modelling the strategically most important points of decision.

Zusammenfassung in einer weiteren Sprache

Explanandum der vorliegenden Arbeit ist die Entwicklung von Politik und Massenmedien in
Russland seit der Perestrojka. Diese Entwicklung lässt sich chronologisch in Phasen der
Öffnung, der Liberalisierung und Pluralisierung, der Instrumentalisierung und schließlich der
Etatisierung unterteilen. Ihr zugrunde liegen verschiedene formelle und informelle
Regelsysteme, die das Handeln der relevanten Akteure strukturieren, aber nicht determinieren.

Analyseraster ist eine Synthese neoinstitutionalistischer Ansätze, die den Anspruch erhebt,
Strukturs- und Akteursdimension miteinander zu verbinden und der Realität möglichst nahe
zu kommen, ohne zu sehr in konstruktivistische Kategorien abzugleiten. Dabei wird besonderer
Wert gelegt auf die Verwendung eines (beschränkt) rationalen Menschenbilds, die
Berücksichtigung temporaler Effekte und der nicht nur restringierenden sondern auch
ermöglichenden Funktion von Institutionen.

Als Vorgehensweise wird das Konzept der 'analytic narratives' gewählt: Mit Hilfe des
vorgestellten Analyserasters wird eine 'Erzählung' in ihre Bestandteile zerlegt - formelle und
informelle Institutionen sowie handelnde Akteure. Die dabei gewonnenen Erkenntnisse werden
benutzt, um ein besseres Verständnis der immanenten Steuerungsmechanismen zu erreichen,
und in diesem Rahmen richtungsweisende strategische Entscheidungssituationen zu
modellieren, wobei insbesondere das komplexe Zusammenspiel von Akteuren und Institutionen
thematisiert wird.
