Abstract: Im öffentlichen Rechnungswesen wird mit der Einführung der doppelten Buchführung (Doppik) auf der Grundlage des deutschen Handelsgesetzbuches (HGB) derzeit ein Paradigmenwechsel vollzogen. Parallel zur Überführung der Gebietskörperschaften von der rein zahlungsorientierten zu der ressourcenverbrauchsorientierten Rechnungslegung nehmen auch im öffentlichen Sektor Internationalisierungstendenzen zu. Bedeutsam für den Geltungsbereich der öffentlichen Kernverwaltungen ist hierbei das Standardsetzungsprojekt der „International Public Sector Accounting Standards“ (IPSAS) als Empfehlung zur weltweit einheitlichen Ausgestaltung des öffentlichen Rechnungswesens. Forschungsziel der vorliegenden Diplomarbeit ist es, ausgewählte Bilanzierungsprobleme der kommunalen Praxis mittels internationaler Rechnungslegungsstandards zu lösen. Neben den IPSAS finden hier - gemäß Willen des „International Public Sector Accounting Standards Boards“ (IPSASB) - auch die erwerbswirtschaftlichen „International Financial Reporting Standards“ (IAS / IFRS) als sog. Auffangvorschriften Berücksichtigung. Dabei liegt das konkrete Erkenntnisinteresse darin, die informatorischen Auswirkungen, die eine verpflichtende Einführung der genannten Standards in ihrem derzeitigen Entwicklungsstand auf die Bilanz von Städten und Gemeinden hätte, aufzuzeigen. Als Ausgangspunkt zur Beurteilung der Lösungen nach IPSAS (respektive IFRS) werden dabei die kommunalen Lösungen auf Basis des HGB als Vergleichsmodell herangezogen. Theoretisches Fundament der Analyse bilden die spezifischen Zwecke öffentlicher Rechnungslegung und ferner auch die Grundsätze ordnungsmäßiger öffentlicher Buchführung (GoöB), welche erstmalig in einem umfassenden Katalog zusammengetragen werden. Die Diplomarbeit soll dazu führen, dass das Konzept der IPSAS - unter kritischer Beachtung aller (noch) bestehenden Schwächen - als nächster Reformschritt für die kommunale Rechnungslegung in Deutschland wahrgenommen und verstanden wird.
Übersetzung des Abstracts: In German governmental accounting a paradigm shift has taken place with the adoption of double entry bookkeeping on the basis of the German Commercial Code (HGB) during the last few years. While municipalities are changing their reporting system from cash towards accrual accounting, the strong internationalization trend also has an impact on the public sector. In this context, the “International Public Sector Accounting Standards” (IPSAS) play an important role as a recommendation to embody world-wide consistent and uniform governmental accounting rules and standards in public sector entities. The research objective of the present thesis is to solve selected accounting problems in local government financial reporting by applying international accounting standards. Therefore, when the “International Public Sector Accounting Standards Board” (IPSASB) does not include any specific standard, commercial “International Financial Reporting Standards” (IAS / IFRS) are also simultaneously applied. The concrete epistemological interest of the present work is to show the informational effects a compulsive introduction of the International standards - in the current state of development - would have on the balance sheets of municipalities. The starting point for the analysis is to present solutions found for the accounting problems by using the locally adapted HGB and compare them with the solutions based on IPSAS (respectively IFRS). The theoretical basis of the analysis lies in the specific purposes of public sector accounting and furthermore in the German “Governmental Generally Accepted Accounting Principles” (GoöB), which are presented in a systematic way (as a comprehensive catalogue) for the first time. The ambition of this thesis is to present the International Public Sector Accounting Standards as the next step of reforming governmental accounting in Germany - taking into consideration all existing flaccidities this concept has.
