Abstract: Beitrag zur Internationalen Konferenz der WSSE und Fundacja Sinopol am 29. Januar 2007 in Warschau Konferenztitel: China in der globalen Welt Kurzfassung: China hat sich seit den 1980-er Jahren zu einer der größten Wirtschaftsmächte der Welt entwickelt. Es hat damit auch das Potential für politische Vormachtstellungen erlangt. Die Entwicklung resultiert aus einer extensiven staatlichen Wachstumspolitik in Verbindung mit spezifischem chinesischen Naturell. Bei der Europäischen Kommission sieht man diese Entwicklung positiv. Sie hätte für vermehrte Nachfrage in Europa gesorgt und inflationsdämpfend gewirkt. Der Präsident der EU-Kommission, J. M. Barroso, vertritt die Auffassung, dass das Aufstreben und die Entwicklung Chinas für die ganze Welt eine Chance sei und nicht eine Bedrohung. Alle Vorteile würden die Nachteile ausgleichen. Die in China ergriffenen staatlichen Maßnahmen sind vielfältig und beeindruckend. Eine besondere Bedeutung hat dabei die Devisenkurspolitik. Die Vorgehensweisen enthalten zugleich aber auch eine Reihe von Anstößigkeiten in dem wirtschaftlichen Verhältnis zwischen der EU und China. Ein besonderes Ärgernis sind dabei unsichere Produkte und der mangelnde Schutz geistigen Eigentums. Die überraschende Massierung der Vorfälle basiert auch auf der Vielzahl von Unternehmen in einem großen Lande. Diesen Mängeln wird in der EU mit sehr viel Nachsicht und Wohlwollen begegnet oder, wie es offiziell heißt, mit "Engagement und Partnerschaft". Die USA reagieren härter. Die Forderung der EU ans eigene Land: "Europa muss sich dem harten Wettbewerb stellen". In der EU sollten die Innovationen intensiviert und die Arbeitnehmer umgeschult werden, damit sie sich ich an die neue Situation anpassen können. Hier liegen in der Zukunft erhebliche Spannungspotenziale. Viele mittelständischen Unternehmen spüren heute die chinesische Konkurrenz, insbesondere auf dem Gebiet hochwertiger Produkte. Das Heil liegt nicht in Partnerschaften. Wichtig sind ständig eigene unverwechselbare Neuerungen und Innovationen in den Prozesstechniken, die die Lohnabhängigkeit verringern. Der europäische Unternehmer wird in Zukunft auch die chinesischen Neuerungen "nachempfinden" müssen.

Übersetzung des Abstracts: Contribution to the International Conference of the WSSE and Fundacja Sinopol on January 29th, 2007 in Warsaw Conference Title: China in the Global World Abstract: Since the 1980’s China has developed into one of the greatest economical powers in the world and along the way has reached the point with the potential to be a political powerhouse. This development is the result of an extensive government guided growth policy in harmony with the specific Chinese nature. The European Commission looks at this development as a positive one. It supposedly has led to an increased demand in Europe and a slowing down of inflation. The president of the EU-commission, J.M.Barroso, is of the opinion that the striving and the development of China is beneficial for the whole world and not a threat. All disadvantages would be balanced by the advantages. The governmental measures in China are multi-faceted and impressive. Of special significance is the politically motivated regulation of foreign exchange rates. This conduct is the cause of a number of objectionable things in the economical relationship between the EU and China. Of special concern are unsafe products and the inadequate protection of intellectual property. The surprising amount of these occurrences is also based on the multitude of businesses in a vast land. The EU treats these deficiencies with much leniency and goodwill or - as it is officially known ‘with engagement and partnership’. The reaction of the USA is tougher. The demand of the EU imposed on itself: ‘Europe has to face the hard competition’. Within the EU the innovations are to be intensified and employees re-trained to be able to adjust to the new situation. That may cause much tension in the future. Many medium size enterprises already feel the influence of the Chinese competition, especially in the field of high value products. The salvation is not in partnerships. Important are independent constant and unique new developments and innovations in process techniques to lessen the dependency on manual labor. In the future the European entrepreneurs perhaps should 'appropriate' Chinese ideas for further developments and refinements. (Englisch)
