Abstract
Since the organization of ECSC five years ago, it has been concerned with the relatively weak effort directed toward technical research by the steel industries of the Community, compared with the importance which is attached to metallurgical research in the U. S., the USSR, and the U. K. Article 55 of the Treaty instructed the High Authority to encourage technical research by coordinating the work of existing organizations and by granting financial aid.
