Library Legislation & Development of Library and Information centers : An Indian Scenario ; Some Challenges and Opportunities

  • The paper evaluates and analysis the situation of library legislation in India. Discusses legislation passed in 19 states across the country and the need for such legislations in other states. Highlights the oldest library legislation passed in the state of Tamil Naidu, in South India way back in 1948 and the latest passed in the state of Arunachal Pradesh North East India in 2009. The article also indicates the major landmarks made in Library Development. Indicates the number of libraries in various States of the country as per the population and number of libraries required. Describes the concept of library legislation given by S. R Ranganathan the father of LIS in India and discusses the present Scenario of public library. Evaluates organization of public library system divided into State Central Libraries, City Center and the District Central Libraries. Except for the state of Sikkim in North India every state has a (SCL) Sate Central Library (80%) and other libraries like (DCL)District Central Libraries. Discusses the case of library act implemented in Karnataka sate that has made excellent growth in establishing rural libraries. Mentions about National Knowledge Commission (NKC) instituted in 2005,-a high level advisory body to Prime Minister of India, with objective of transforming India into knowledge society, and the recommendations made to strengthen libraries in the country and the need for revamping. Highlights some of the initiatives of Central Government specially the National Mission on Libraries (NML) to set up 7,000 libraries in the country equipped with modern gadgets like Internet, networked with other leading libraries, Educational and Cultural institutions. Highlights the role of Raja Rammohan Roy Library Foundation (RRLF) which has been doing excellent work in strengthening libraries. It further highlights some of the challenges faced towards development of public library system like, lack of funds, good infrastructure, modernization in terms of technology, staff training, lack of quality books, awareness among people.
