'Die Behauptung, westliche Spitzenpolitiker und Diplomaten hätten im Frühjahr 1990 oder während der zwei-plus-Vier-Verhandlungen eine bilaterale Zusicherung abgegeben, auf die künftige Ausdehnung der NATO nach Osteuropa zu verzichten, wird in dieser Eindeutigkeit nur von russischer Seite erhoben. Vorgetragen wird auch, daß es ein 'Gentleman's Agreement' oder mündliche Zusicherungen von seiten des Westens gegeben habe. Ein gültiger Beweis hierfür wird bisher nicht vorgelegt. Allerdings wird eine Dokumentation angekündigt, die diese Behauptung absichern soll. Der vorliegende Bericht analysiert anhand von Memoiren der wichtigsten Akteure des Entwicklungsprozesses, der zur deutschen Einheit führte, ob die Behauptung dort eine Stütze findet. Der Bericht untersucht weiterhin Interviews und Stellungnahmen von zentraler Bedeutung. Nicht zuletzt werden für das Thema politikwissenschaftlich relevante Darstellungen berücksichtigt.' 'The Rusians are alone in claiming so specifically that key Western politicians and diplomats provided bilateral assurances during the Spring of 1990 and the two-plus-four negotiations that they would not purse the upcoming extension of NATO to Eastern Europe. There are also claims that the West provided a 'gentlemen's agreement' or oral assurances. No valid evidence has yet been presented, and yet the Russian side says it will provide documentary participants in the development process that led to German unification will be used to assess whether they provide any support for this claim. In addition, key interviews and public statements will be examined. Finally, political science research into aspects of the issue will be taken into account.' (author's abstract)... view less
