Abstract: 
Mit dem Stufenplan digitales Planen und Bauen des Bundesministeriums für Verkehr und digitale Infrastruktur (BMVI) erfolgte 2015 eine konkrete Willensbekundung und Zielvorgabe der Politik für die Einführung und Nutzung der BIM-Methodik in Deutschland. Hierzu bedarf es eines gemeinsamen Verständnisses aller am BIM-Prozess Beteiligten hinsichtlich der Zielsetzungen, der Grundlagen sowie der Prozessabwicklung. Essentiell ist dabei die Vertragsgestaltung der Planerverträge. Hierzu benötigt man Skalierungssysteme, welche geometrische und alphanummerische Informationen beschreiben und darüber die Beschaffenheit des digitalen Modells zu einem Zeitpunkt x im Planungsprozess definieren. Zentral ist für die Vergütung von Planungsleistungen in Deutschland die Honorarordnung für Architekten und Ingenieure (HOAI). Auch mit der Novellierung dieser Verordnung zum 01.01.2021 wird sich dieser Umstand nicht ändern, da die HOAI in der Praxis tief verankert ist. Ein Skalierungssystem in Deutschland muss daher regelkonform mit den Prozessen und Inhalten der HOAI sein.

Die Zielsetzung dieser Dissertation war die Entwicklung eines solchen Skalierungssystems. Dieses sollte sachgerechten und praktisch für das Leistungsbild der Gebäude und Innenräume (§ 34 HOAI) anwendbar sein und die Ausweisung von Honorarparametern und Vergütungsvorschläge beinhalten. Hierzu wurden in der Dissertation die folgenden Themenbereiche bearbeitet:

A) Klärung der Begrifflichkeiten und Definitionen aller relevanten Inhalte. Im Konkreten umfasst dies Normen, Standards, Richtlinien und Leitlinien, die anerkannten Regeln der Technik, BIM-Allgemein, Common Data Environment, Industry Foundation Classes (IFC), BIM-Anwendungsfälle und das Preisrecht der HOAI.

B) Breitenanalyse zur Klärung des Status der Normierung zu Skalierungssystemen national und international mit Zielsetzung der Auswahl vorhandener Skalierungssysteme zur Tiefenanalyse.

C) Tiefenanalyse der ausgewählten Skalierungssysteme (Level of Definition [2013] nach PAS 1192-2, Detailierungsgrade des Gebäudemodells [2015] nach ÖNORM A 6241-2 und MDG - Modelldetaillierungsgrad [2016] des VBI) inkl. der Analyse des dem Skalierungssystems zugrunde liegenden Planungsprozesses. Im Ergebnis konnte festgestellt werden, dass keines der analysierten Skalierungssysteme den Anforderungen an ein Skalierungssystem nach Maßgabe der Dissertationsziele entspricht. Dennoch konnten hier wichtige Erkenntnisse zu Aufbau, Regelungstiefe, Sequenzierung und Nomenklatur eines Skalierungssystems gewonnen werden.

D) Detaillierte Klärung der Anforderungen an die Planung nach HOAI für das Leistungsbild der Gebäude und Innenräume. Dies erfolgte auf der Grundlage anerkannter Kommentarliteratur zur HOAI. Dabei wurden die Leistungsbilder der Grundleistungen nach Anlage 10 HOAI über alle verwendeten Kommentare analysiert und die Leistungsparameter für die Planung und Lieferobjekte des Architekten heraus-gearbeitet.

E) Prozessanalyse des Planungsprozesses mit BIM und Vergleich der einzelnen Planungsprozesse (Planungsprozess nach HOAI vs. Planungsprozess mit BIM). Hier wurde der Planungsprozess mit BIM der Arbeitsgemeinschaft BIM und Honorar (ABH) analysiert und mit dem Planungsprozess der HOAI verglichen. Dabei konnte eine Konformität der beiden Prozesse festgestellt werden. Darüber hinaus wurden wichtige Regelungspunkte / Datadrops eruiert.

F) Detaillierte Klärung der Anforderungen an die Planung bei Planungsleistungen mit BIM für das Leistungsbild der Gebäude und Innenräume. Hierzu wurde auf das Leistungsbild für die Gebäude und Innenräume der ABH zurückgegriffen, welches auf dem unter Ziffer E benannten Planungsprozess mit BIM gründet. Es folgte die Analyse der Kommentierung des Leistungsbildes mit Herausarbeiten der Leistungsparameter für die Planung und der Lieferobjekte des Architekten.

G) Adaption der Planungsanforderungen nach HOAI auf das digitale Modell. Hier er-folgte die Untersuchung und Herausarbeitung der Entsprechungsform der HOAI-Grundleistungen nach Anlage 10 und den damit verbundenen Lieferobjekten im digitalen Modell sowie nach Maßgabe der BIM-Methodik.

H) Erarbeiten des Skalierungssystems mit Festlegung der Sequenzierung, Nomenklatur und Darstellungsform sowie Einarbeitung der Planungsanforderungen in das Skalierungssystem.

Das entwickelte Skalierungssystem ist ein Tool auf Basis Microsoft Excel. Es bildet den Planungsprozess mit BIM ab und regelt über Datadrops die Planungstiefe auf der Projekttimeline. Jedem Datadrop sind konkrete Planungsleistungen und damit Planungseigenschaften und Lieferobjekte zugewiesen. Diese sind mit den Kommentierungen zum Leistungsbild verlinkt. Des Weiteren sind jedem Leistungsbild und Datadrop Honoraranteile zugewiesen. Darüber lässt sich für einen Leistungsstand einer Planung mit BIM das Honorar präzise ermitteln. Zusätzlich kann das Skalierungssystem zur Kalkulation und Vertragsgestaltung herangezogen werden. Zum Skalierungssystem wurde auch ein Benutzerhandbuch als Bedienungshilfe erstellt.

With a graduated scheme “digital planning and construction” of the Federal Ministry of Transportation and Digital Infrastructure (BMVI in German), a declared intention was announced in 2015 to introduce and utilize the BIM methods in Germany. This requires a common understanding of all stakeholder, who are involved in the BIM process concerning objectives, their principles as well as process management. Contract drafting of planning services are essential for its success. This requires scaling systems that describe geometric and alphanumeric information and furthermore define the nature of the digital model at a specific moment in time of the planning process. A fee schedule for architects and engineers (HOAI) is essential to the compensation of planning services in Germany. Even with the regulatory changes on January 1st, 2021, the circumstances will not change as the HOAI is deeply anchored in common practice. A scaling system in Germany must therefore be compliant with the pro-cesses and contents of the HOAI. The goal of this thesis was therefore to development such a scaling system. This should be proper and convenient for the service profile of “buildings and interior spaces” under § 34 HOAI. It should also include the specification of fee parameters and compensation proposals.

For these purposes, the following topics are discussed within this thesis:

A) Clarification of terms and definitions for all relevant topics.
Specifically, norms, standards, principles and guidelines, recognized rules of technology, BIM topics in general, Common Data Environment, Industry Foundation Classes (IFC), BIM case studies and the legislation on prices of the HOAI.

B) Analysis to clarify the status of standardization for scaling systems on a national and international level, with the aim of selecting existing scaling systems for indepth analysis.

C) In-depth analysis of the selected scaling systems (Level of Definition [2013] according to PAS 1192-2, degree of detail of a building model [2015] according to ÖNORM A 6241-2 and a MDG - degree of model detail [2016] of VBI), including an analysis of the planning process on which the scaling system is based. It was determined that none of the analyzed scaling systems meet the requirements for a scaling system based on the thesis goals. Nevertheless, important findings on the structure, control depth, sequencing and nomenclature of a scaling system could be obtained.

D) Detailed clarification of the requirements for planning according to HOAI for the service profiles of the buildings and interiors. This was done on the basis of different acknowledged commentary literature of the HOAI. The service profiles of the basic services according to Annex 10 HOAI were analyzed across all mentioned literature, and the performance parameters for the planning of the architect were worked out.

E) Process analysis of the planning process with BIM and comparison of the individual planning processes (Planning process according to HOAI vs. planning process within BIM). The planning process was analyzed with BIM, based on the Arbeitsgemeinschaft BIM und Honorar (ABH) and compared with the planning process of the HOAI. A conformity of the two processes could be determined. In addition, important regulatory aspects / data drops were determined.

F) Detailed clarification of the planning requirements for planning services with BIM for service profiles of buildings and interiors. Service profiles for buildings and interiors of the ABH were used, which is based on the planning process with BIM referring to point E of this thesis. This was followed by an analysis of the commentary on service profiles, with performance parameters to help the planning process of architects.

G) Adaptation of planning requirements according to HOAI to a digital model. A comparison in accordance with HOAI basic services according to Annex 10 was conducted with the associated delivery objects in the digital model and in accordance with the BIM methodol-ogy.

H) Development of a scaling system with a determination of sequencing, nomenclature and form of representation , as well as the incorporation of planning requirements into the scaling system.

The scaling system is a developed tool based on Microsoft Excel. It maps the planning process with BIM and regulates the planning depth on the project timeline via data drops. Specific planning services are assigned to each data drop, which includes planning properties and delivery objects. These are linked to commenting literature on the service profile. Furthermore, fee shares are assigned to each service profile and data drop. The developed tool enables a precise determination of fees for a certain level of performance in planning with BIM. Additionally, the scaling system can be used for fee calculation and contract drafting. As an operating aid a user manual has been created for the scaling system.
