Abstract

FlugHafenCity Hamburg!? Entwicklungspotenziale des Hamburger Flughafenumfelds. Die Studie ist das Ergebnis eines Forschungsprojektes an der HafenCity Universität in Hamburg. Projektanlass bildet der beobachtete Widerspruch zwischen dem Wachstum von Flughafen und Stadt in der Freien und Hansestadt Hamburg einerseits und der stark eingeschränkten siedlungsräumlichen Entwicklung des Flughafenumfelds anderseits. In Analogie zur stadträumlichen Annäherung von Hafen und Stadt in Hamburg geht die Studie der zentralen Fragestellung nach, in wie fern im siedlungsräumlichen Übergang von Flughafen und Stadt Entwicklungspotenziale – gemäß des allgemeinen immobilienwirtschaftlich-planerischen Konzeptes einer Airport City – verborgen liegen!? Zur Beantwortung der Fragestellung setzt sich die Arbeit mit der Geschichte der Entstehung, Entwicklung und Transformation internationaler Verkehrsflughäfen in Deutschland auseinander. Anhand der deutschen Flughafengeschichte werden zentrale wirtschaftliche, planerische und flughafenspezifische Fachbegriffe erläutert und geklärt. Anschließend rekonstruiert die Studie die besondere Flughafengeschichte Hamburgs, die im Gegensatz zu vielen anderen deutschen Städten einen Stadtflughafen besitzt und dessen siedlungsräumlicher Übergang zur Stadt bereits suburbanisiert ist. Aus dieser besonderen Lagebeziehung des Hamburger Flughafens zum Stadtgebiet ergeben sich für den siedlungsräumlichen Übergang und vor dem Hintergrund des Wachstums von Stadt und Flughafen, spezifische Probleme und eigene Potenziale. Das Forschungsprojekte identifiziert zentrale Probleme und Herausforderungen des Hamburger Flughafenumfelds und formuliert darauf aufbauend weiterführende Fragestellungen. Eine vergleichende Untersuchung der Umgebung dreier europäischer Stadtflughäfen in London, Zürich und Düsseldorf in der Studie findet erste Antworten auf die gestellten Fragen. Die Untersuchungsergebnisse lassen die Hamburger Situation besser beurteilen und wertvolle Lehren aus den Erfahrungen der Akteure der drei Fallbeispiele ziehen. Schlussendlich zeigt der Bericht in einem gesamtstädtischen Leitbild und anhand zweier Impulsprojekte lokale Entwicklungspotenziale für die wirtschaftsräumliche Weiterentwicklung, Verbesserung der Infrastruktur und der städtebaulichen Ausgestaltung des siedlungsräumlich fragmentierten Flughafenumfeld im Sinne des Airport City Konzeptes, der FlugHafenCity Hamburg, auf.

AirportCity Hamburg!? Development potentials of the Hamburg Airport transitional space

This report is the result of a research project of the same title conducted at the HafenCity University Hamburg. The motivation behind the project is, on the one hand, the observed contradiction between airport growth and urban growth in the Free and Hanseatic City of Hamburg and on the other, the very limited room for further development of the urbanized area of the airport transitional space. In this report the central question is asked to which extent the transitional space (and related urbanized areas) between airport and city – viewed as analogous to the transitional space between city and port in Hamburg – offers room for development potentials. For the purposes of this report, the result of related planning trajectories is conceptually understood as FlugHafenCity or AirportCity. The report outlines the history of the founding, development and transformation of international airports and landside air traffic facilities in Germany. Based on the history of airports in Germany, central economic, planning-related and airport-specific terminology is discussed. In follow, the report retraces the particular history of the airport in Hamburg. Different than many other German cities, Hamburg comprises a city airport surrounded by a quasi-urban transitional space that separates and connects airport and city. This transitional space is subject to current urbanization pressures while comprising and intersecting previously urbanized areas. Against the background of the ongoing growth of both airport and city, the particular site-based interrelation between Hamburg Airport and the transitional space surrounding it results in specific problems, yet also potentials for the urbanized areas partial to and within the transitional space. This report identifies the related central problems. They pose specific challenges that serve to formulate follow-up questions for future research. A comparison of case studies of the transitional spaces of three European city airports – London, Zurich and Düsseldorf – offers initial results. These results indicate lessons learned from the experiences made by actors involved in the three case studies and, in follow, provide a knowledge basis to better evaluate the situation in Hamburg. Finally, the report points out individual, local development potentials for the economic development, the infrastructural improvement and the urban design of the fragmented urbanized area of the Hamburg Airport transitional space. In sum, these specify how planning can contribute to the development of an AirportCity, with the FlugHafenCity Hamburg as example.
