8th lecture in the international course of lectures in English during the wintersemester 2006/07 at the University Duisburg-Essen "Essentials in Adult and Continuing Education in Europe"

A discussion of recent international policy-papers on basic skills, new basic skills and key competencies in relation to the attempt to establish a European meta-framework for National Qualification Frameworks. After the lecture students should be able to identify and discuss comparative aspects of recent competence-policies within UNESCO, OECD, EU-Commission and ASEM.
