Realitäten der Quasi-Staatlichkeit : zur politischen Ökonomie alternativer Herrschaftsordnungen

Es ist oft von Staaten die Rede, die lediglich über partielle Staatlichkeit verfügen und nicht an moderne Leistungskriterien von Staatlichkeit herankommen. Diese Abweichung vom Ideal des strong state ist Ausdruck alternativer Ordnungsbildung, die oft auf Tradition und Patrimonialismus basiert. In manchen Fällen können diese traditionale Ordnungsformen zusammen mit dem, was man als gewaltökonomische Reproduktion bezeichnen kann, koexistieren: nur durch die Einbindung in schattenökonomische Netzwerke gelingt es diesen Ordnungen, sich zu finanzieren und dem Krieg den Charakter eines low-intensity-conflicts zu geben. Eine wichtige Voraussetzung dafür ist die Schwäche des Staates. Alternative patrimoniale Ordnungsformen sind zwar in der Lage, Frieden – meist im negativen Sinne – zu gewährleisten, allerdings nur dann, wenn die einzelnen Akteure nicht den Verlockungen jener globalisierten Vermarktungsmöglichkeiten ausgesetzt sind, die die rentenbasierte und unproduktive Alimentation derselben ermöglichen. Diese problematische Konstellation lässt sich indes im Rahmen der Entwicklungspolitik nur auflösen, wenn man Ursachen genügend differenziert und Konsequenzen auslotet.

In the developing world there exist countries that just dispose of partial statehood and cannot compete with strong states in terms of performance and legitimacy. These deviances from the ideal strong state can be an expression of an alternative order based upon tradition and patrimonialism. In some cases these traditional structures start to co-exist with illegal economic networks. Just by means of integration into a worldwide, extra-legal web of transactions the respective actors are enabled to finance their organisations and to contribute to the emergence of low-intensity-conflicts. An important condition for this to occur is the weakness of the original nation-state. It can be concluded that alternative social orders are indeed able to warrant peace by a minimal account of empirical statehood, but only under the condition that the responsible actors might be able to resist the temptations of those globalized opportunities of transaction who allow them to finance themselves by war-driven rents and not by peace-based production. This problematic constellation can by means of developmental policy just be overcome by differentiating causes with the proper scrutiny.
