'Im Spätherbst 1996 wurde die internationale Öffentlichkeit durch politische Turbulenzen in Belarus (Weißrußland) aufgeschreckt - einem Land in der Mitte Europas, das bisher eher im Windschatten der Geschichte gelegen hatte und dem zumindest im Westen bis dahin wenig Aufmerksamkeit geschenkt worden war. In einem kalten Staatsstreich, getarnt als 'Referendum' und insziniert in einer Mischung aus Verfassungsbruch, Indoktrination und Manipulation hat Präsident Lukaschenka Ende November 1996 Parlament ('Oberster Sowjet') und Verfassungsgericht als eigenständige Gewalten de facto ausgeschaltet und damit die Grundlagen für die Errichtung einer persönlichen Diktatur gelegt. Der vorliegende Bericht befaßt sich mit Ursachen und Folgen dieser Entwicklungen. Er stützt sich auf Originaldokumente, auf Presseberichte aus Rußland und Belarus sowie auf wissenschaftliche Analysen östlicher und westlicher Autoren.' (Autorenreferat)... view less

'In the late autumn of 1996, international public apprehension was aroused by political turbulences in Belarus (White Russia) - a country at the centre of Europe which has tended to lie downwind of history and which up to then had attracted little attention, at least in the West. In a cold coup d'etat, disguised as a 'referendum' and staged in a mixture of breach of constitution, indoctrination and manipulation, President Lukashenka in late November 1996 eliminated parliament (the 'Supreme Soviet') and the Constitutional Court de facto as independent powers and thus established the foundations for a personal dictatorship. The president report deals with the causes and consequences of this course of events. It is based on original documents, on press reports from Russia and Belarus, and on analyses by Eastern and Western scholars.' (author's abstract)... view less
